Jihadi reactions to Obama

We have heard Bin Ladin and Zawahiri’s comments, and Marc Lynch and others will tell us how the Arab mainstream reacted. But what are the grassroot jihadis saying about Obama’s Mideast tour in general and his Cairo speech in particular?

Let me begin by lowering your expectations. For a start, we should not expect to see any positive reactions to Obama’s initiative, for anybody thus inclined would not be on the forums in the first place. Second, there is no tradition among jihadi strategists or pundits for parsing presidential speeches. They might pick up on a phrase (like Bush’s reference to a “crusade”) and use it for their own purposes. But generally these guys don’t listen to what America says – they watch what she does.

I should also add that Faloja, the main jihadi forum, has been down since this morning (as has Shuraa), so our ability to gage the reactions to the Obama’s speech is limited. Fortunately I surveyed Faloja for Obama-related material yesterday, and Shumukh, the no.2 forum, is up today, so we have something to work with.

Overall, there is quite a bit of chatter about the Obama tour, and four types of postings recur. First are the political messages which denounce the visit and present it as further evidence that Egyptian and Saudi governments and ulama have submitted to American dominance. “In honour of Obama’s visit to Saudi Arabia”, one member reposted the classic bookThe evident proofs of the infidelity of the Saudi state (1990) by Abu Muhammad al-Maqdisi. Other posts circulate the pictures of Saudi and American flags side by side. Yet others claimed Egyptians are suffering as a result of Obama visit, because the security barriers in Cairo “confined 18 million Egyptians to their homes” and because the Sultan Hasan mosque had to be closed for security reasons.

In a widely diffused and entertaining post, a contributor named “Abu al-Bashar” describes a daydream about Egyptian Salafi Ulama confronting Obama. The text is written like a short skit which goes something like this (loosely translated):
“Here are our ulama from Egypt: Sheikhs Yasir al-Barhami, Muhammad Hussain Ya’qub, Ahmad al-Sisi, Abu Ishaq al-Huwayni, Tal’at Zahran, Muhammad Hasan, Muhammad Ismail al-Muqaddam and Mahmud al-Misri. They hear about Obama’s visit to Egypt and decide to convene a meeting in which the following conversation takes place.
Ismail gets angry and says we have been silent for long enough.
Hasan asks: what about Obama? He is coming here to salvage relations with the Muslim world.
Al-Huwayni intervenes: But he’s coming here while is armies are killing Muslims in Iraq and Afghanistan and supports the Jews in their killing of Palestinians.
Burhami says: The bottom line is that Obama the pig is coming here to slaughter us and he smiles at us in the process.
Al-Sisi sayd: Sure, but Obama the pig is coming here, so what should we do?
After long discussions, the scholars announce their decision, which consists of two steps.
First, a statement, denouncing Obama’s visit. It would be distributed on the satellite tv stations and on the internet forums and on facebook, and in all newspapers and journals, in Arabic and English and French. Second, a demonstration on the day of the speech. All preachers and scholars and their students would go to the location where Obama will deliver his speech and show their opposition.

The final part is quite funny – even in a dream official ulama lack moral courage.

The second type of posts are strategic assessments in which writers try to second-guess the real purpose and implications of the visit. These posts are neither numerous nor sophisticated, and so far none of the serious jihadi strategists have weighed in. “Al-Munasir1” warns that part of the purpose of Obama’s visit to Egypt is to make final preparations for an international campaign against Sudan.

The third and most widespread type of post focuses on tactical issues such as the detailed program of Obama’s visit, the size and nature of his security attachment and the prospects of carrying out an assassination. One writer quoted the Saudi opposition abroad as saying observers and Saudi security officials fear for Obama’s life in Saudi Arabia. He argued that the recent shooting in Jubayl is indicative of a surge in pro-al-Qaida sentiment in the Kingdom. The fact that the perpetrators of the Jubayl shooting have not been caught further worried the authorities. Most responses to the post expressed hope that Obama be assassinated, but one commentator drily noted that Obama comes and goes as he wishes so long as the royal family is in power.

Another post by “Baghdad al-Khilafa” presented a more detailed “Plan for killing Barak Obama” in Egypt. It included a picture of Cairo university followed by the note: “the best way of killing Obama: Suicide belt, suicide belt, suicide belt.” Then followed detailed instructions on how to manufacture a suicide belt, including links to downloadable instruction videos.

The fourth type of posting consists of reproductions of articles from other, more mainstream Arab and Islamic media. These posts are interesting not so much for the debates they generate (usually very little), but because they tell us something about which voices the forum participants would at least consider listening to. So we find
– Abd al-Bari Atwan ‘s article “Our advice to Obama”
– An article by Mahmud Abduh Ali at Islamonline entitled “An examination of Obama’s position on the big issues that concern the Muslim world”
– An article from al-Jazeera.net on the Muslim Brotherhood’s reaction to the Obama visit.
– An article from Middle East Online entitled “Egyptians: No Ahlan wa Sahlan for Obama”, which cites a poll showing three quarters of Egyptians were skeptical of Obama’s visit.

Of particular interest is the posting of an article from Sabq News reporting that the Saudi Islamist Ayidh al-Qarni loved Obama’s speech. The article is posted by the same Baghad al-Khilafa who wanted Obama blown up, and he is naturally expressing dismay at al-Qarni’s reaction, to the point of declaring him an infidel. This triggers a debate, with several contributors objecting to the excommunication (takfir) of al-Qarni. “Brothers, don’t declare him an infidel, he is just a regime cleric”, writes “Asad al-Jazira”.

In my two days of surfing the forums I was able to find one single statement mildly favourable to the Obama administration. A contributor named “Khaldun Halwani” wrote in a comment to a post: “Let us hope that this is the beginning of a new direction that will serve Muslim interests. I would add that Foreign Secretary has started changing US policy toward the enemy of Islam, Israel.” But this is of course an isolated statement by an anonymous contributor and thus not indicative of anything.

There are in other words no big surprises in the forum reactions to Obama’s Middle East tour, although it is still too early to tell how the jihadi movement will adapt to these initiatives. Hopefully we will see more serious jihadi strategic studies of Obama’s PR offensive in the weeks to come. I will keep my eye out for them and keep you posted. Weekend Reading: “The Second Foreign Fighter Glut”

Longtime Jihadica friend Clint Watts recently published an article at the Small Wars Journal titled, “Countering Terrorism from the Second Foreign Fighter Glut.” This article is the third in a series he has authored using data from the Sinjar records (Part 1 and Part 2 of the series). He concluded, “The key to success for future CT strategies will be the disruption of terrorist recruitment in foreign fighter source countries using a mixture of cost effective, soft power tactics to engage local, social-familial-religious networks in flashpoint cities – cities that produce a disproportionately high number of foreign fighters with respect to their overall population.” It is a good analysis and is definitely recommended reading.

The Islamic State of Iraq in Gaza?

On 15 May 2009, Falluja Forum contributor Wahj al-Rasas (Blazing Bullets) posted photos of leaflets the Islamic State of Iraq (ISI) supposedly distributed recently in Gaza. The leaflets claim that the recent announcement of Abu-Omar al-Baghdadi’s capture is a fabrication, the ISI does not know the identity of the person in the alleged photos of al-Baghdadi, and al-Baghdadi is doing just fine. The leaflets were signed by the “Ministry of Information / The Islamic State of Iraq” and the “the al-Shahid Abi-Mus’ab al-Zarqawi Brigade for Jihadi Media Jerusalem.”

The content of the announcement is not surprising, given al-Baghdadi has already released a statement refuting claims of his capture, and it is possible that the announcement is a forgery. However, if it is legitimate, it is interesting that the ISI would be so concerned about how Palestinians perceived the alleged al-Baghdadi capture – I have not seen a special ISI statement issued by a Somalia, North African, or Yemeni ISI branch. Additionally, it could indicate that the ISI is looking beyond Iraq and has already started activities in Gaza. It remains unclear whether or not these activities are merely for propaganda value, i.e. another attempt to connect the Palestinian issue to the wider global jihad, or an actual effort to build an ISI presence in Gaza. However, if it is the latter, the ISI faces a step uphill battle because, as I have argued previously, it is unlikely that Hamas will allow a competing organization to operate in Gaza freely.

Jihadists Study Jihadi Studies

At the risk of seeming omphaloskeptic, I will add a few more observations about jihadists citing western scholars, because this phenomenon taking larger proportions than I expected.

Since my last post on the subject, both the Militant Ideology Atlas and the RAND study mentioned by al-Maqdisi have been posted on al-Maqdisi’s own website, Minbar al-Tawhid wa’l-Jihad (MTJ). Maqdisi’s readers can now enjoy the original version, the original executive summary as well as an Arabic summary of both reports. As many of you know, MTJ is the largest online library of jihadi literature, so this means that the CTC and RAND are now part of the official jihadi literary canon.

It also means we now know which RAND study al-Maqdisi was referring to in last week’s statement:  Building Moderate Muslim Networks by Angel Rabasa, Cheryl Benard, Lowell Schwartz and Peter Sickle.

Since the last post I have also learned that Joas Wagemakers has been cited before; In fact, both Muhammad al-Mas’ari and Abu Humam al-Athari have mentioned him in the past. The latter notes on p. 94 of his book The Exalted Declaration that “A Christian from one of the European countries has written a PhD thesis on al-Maqdisi in which he speaks about our sheikh al-Maqdisi and the sayings of his opponents and supporters. Curiously, this Christian has read all the books of our sheikh al-Maqdisi and he has an article in which he responds to the claim that al-Maqdisi has revoked his positions.”

At FFI we have been watching all these references to colleagues in the field with a mixture of jealousy and relief. We seemed to have escaped the scrutiny of the jihadists. Or so we thought.

A few days ago a scanned PDF version of Brynjar Lia’s book Architect of Global Jihad turned up on the al-Faloja forum as well as on Archive.org . It soon also appeared on Thabaat where it was applauded as “objective” (hat tip: Adam R.)

But the icing on the cake was the appearance, on Minbar al-Tawhid wa’l-Jihad, of an Arabic translation of my colleague Hanna Rogan’s FFI report on Jihadism Online. The translation is the work of the MTJ itself and is accompanied by an introduction to the report, to FFI and to Hanna’s bio. The fact that al-Maqdisi’s assistants took the time to translate Hanna’s 38-page report into Arabic is quite extraordinary. I have not seen this honour bestowed on any other recent academic publication.

Jihad Recollections

We usually don’t cover English language jihadi media here at Jihadica, but the recent release of a new magazine entitled Jihad Recollections (JR) attracted my attention because it is produced by Fursan media and because it is so well done. The magazine fills a gap in the world of jihadi media, as the editorial states:

“We have acknowledged that the Arabic Jihadi media have surpassed the English community by light years. Many of our hard working brothers in the English Jihadi community – may Allah reward them with mountains of good deeds – usually limit themselves to translating works rather than developing their own. Henceforth, we have decided to take it upon ourselves to produce the first Jihadi Magazine in English.”

It is not quite true that this is the first jihadi magazine in English, but this is indeed the most serious one I have seen. It is seventy pages long and very nicely designed – in many ways it resembles an English version of Qadaya Jihadiyya. JR contains a lot of original material, including several articles in the strategic studies genre. Top stories include an analysis of “Obama’s questionable economic stimulus package” and “The political implications of the CIA’s scandal in Algeria”. There are also articles on “the science behind night vision technology”, “EMP grenade technology becoming a reality” and “The principles of guerrilla warfare”. This is not to mention “Staying in shape without weights” – essentially an introduction to Pilates training.

Articles are mostly in perfect idiomatic English and are quite well edited. One can only guess where it is produced, but the American spelling, the interest in the stimulus package and the frequent references to US sources suggest to me that this is the work of people who either live or (more likely) have lived in North America. The target audience is presumably Muslims in Europe and the US, perhaps also in Africa and Asia.

Jihadi Recollections sets a new standard for jihadi propaganda in English and it will be interesting to see how long they can keep going. It is hard to tell whether it will have big readership, but generally I think the importance of English-language propaganda tends to be overestimated by western analysts. I guess one indication would be if European jihadis suddenly start getting slender, flexible bodies.

Virtual safe havens and the war of ideas

Abu Muqawama has a great piece in the New Republic today. Given his very kind words for Will and myself, I am biased, but the article makes an extremely important point about the importance of virtual safe havens. Although I just posted and don’t really have the time to blog, I felt compelled to add a few thoughts.

There are at least two more reasons why there ought to be a virtual dimension to the new AfPak strategy. First, the Pashto and Urdu-language part of the jihadi cyberspace is growing rapidly, and very few people are keeping track of it. Those who do rarely know the Arabic sites and vice-versa. No analyst I know has enough Arabic and Pashto to connect the dots (except Mustafa Abu al-Yazid).

Second, the Internet infrastructure in Afghanistan and Pakistan is relatively poorly developed compared to the Arab world. This is very worrying, because it means that there is a huge untapped propaganda resource which will be exploited as the local infrastructure inevitably develops. This is unlike in much of the Arab world, where the Internet’s potential has been largely taken out by the local jihadi groups. We are seeing the signs of this trend in the spread, on the ground, of semi-virtual propaganda such as DVDs etc – see this brilliant ICG report for details.

Having said this, in the overall “war of ideas” we must realise the limits of the Internet and other media, because at the end of the day they are just that: media. In the debate about Abu Muqawama’s article, “MK” is spot on when he asks: “What exactly are we going to use for the substance of our digital message if we don’t actually try to deal with some of the real-world problems that render the jihadist narrative plausible or appealing?”

I couldn’t agree more. For several years people in Washington have been discussing public diplomacy in the misguided belief that it is somehow enough to tinker with the form and distribution techniques of “our message” to win the war of ideas. The elephant in the room (or in the Beltway) is that the war of ideas has to be waged on substance.

It is very simple: 1) Say and do things on Palestine, Chechnya and Kashmir that make Muslims feel less geopolitically deprived and humiliated. 2) Be nice to the locals in Iraq, Afghanistan and Pakistan and broadcast your good deeds, 3) Point out where the jihadis are wrong on substance, and 4) Let mainstream Muslim clerics take care of the theology.

In the meantime we can and should do things to limit the Internet’s effectiveness as a propaganda tool, but at the end of the day the Internet is just the messenger.

I have been busy the past two weeks, but the jihadis have been busier. Bin Ladin has issued two audio statements, one proposing practical steps to liberate Palestine and the other about the treacherous government in Somalia. Al-Zawahiri warned against the forthcoming Crusader attack on Sudan, while Mustafa Abu al-Yazid has addressed the people of Pakistan. Abu Umar al-Baghdadi has spoken about the US plan to withdraw from Iraq, but he does not seem to get the same attention from the online community as his colleagues in Afghanistan. Abu Qatada has issued a statement from prison about the decision to extradite him to Jordan. Fatah al-Islam sharia officer Abu Abdallah al-Maqdisi has been taking questions since Monday, but nobody is allowed to ask about Shakir al-Absi or Asad al-Jihad2 (hmm).

On the magazine front, Sumud 33  has been out for a little while. Fortunately Sada al-Malahim 8 came out on Sunday so now Greg can sleep again. Turkestan al-Islamiyya 3 came out earlier this week, adding to the past month’s increasing flow of Uighur jihadi propaganda.

We have also seen the publication of a couple of unusual videos featuring Abu Muhammad al-Maqdisi, one with him delivering a funeral sermon in front of a crowd of several hundred people, and another showing him at a large wedding alongside half the jihadi community in Zarqa.  I suspect these videos are part of an attempt to bolster al-Maqdisi’s legitimacy by showing that he is enjoying freedom of movement and expression. By the way I highly recommend the 2-hour wedding video. It offers a fascinating inside look into the sociology of Islamism. It serves as a great illustration of a point I made in a recent article about Zarqa, namely that you cannot deradicalise entire communities. The film may depress you, but you might enjoy the songs.

Child Martyrs

[Editor’s note: I am very proud to introduce a new contributor, FFI researcher Qandeel Siddique, who will be covering Urdu-language jihadi websites for Jihadica].

The Pakistani militant group Jaish-e-Mohammad, led by the famous Masood Azhar, has a strong presence on the Urdu-language wing of the jihadi internet. Among its less savory operations is an online jihadi magazine tailored especially for children, entitled Musalman Bachay [Muslim Children]. In the magazine, Masood Azhar and others regale their young readers with anecdotes from personal battles, as well as fictional pieces, centering on the importance of Islam and being a “good Muslim”, and convincing them of the bravery and honor in pursuing the path of jihad.

The aim of this magazine is quite evident: to lure young minds into Jaish-e-Mohammad’s ideological fold. This arguably gives meat to JeM’s broader strategy of harnessing support for jihadi missions.

The magazine contains articles on religion and combat written in simple style, supplemented by child-friendly features such as “cartoon of the day,” riddles, jokes, and so on. Articles cater to both boys and girls, and a section is dedicated to posting various entries scribed by the readers – presumably to encourage their engagement with the magazine.

In this month’s issue (March 2009), Masood Azhar shares the story of “Commander Sajjad Khan’s exemplary sacrifice;” portraying Sajjad Afghani, a Harakat ul Mujahideen leader who was captured in Srinagar in 1994 and imprisoned in India until his death in an attempted 1999 jailbreak. In the article, Masood Azhar tells stories from his time in prison with Sajjad Khan, including an account of how the latter, on 11 February 1994, risked his own life to save Masood Azhar.  “Until doomsday [Sajjad Khan’s] sacrifice shall serve as a glorious guide for all mujahideen,” writes Masood.

By revealing intimate stories like this, and using emotional language, Masood Azhar makes his young readers feel like privileged confidants, thus strengthening their emotional ties to the Maulana.

Sajjad’s sacrifice for Masood Azhar is portrayed as an Islamic ideal to be emulated; “to take the noose from around the neck of your Muslim brothers in distress, and put it around yourself.”

Another article entitled “I will be a mujahid” relates the tale of Nauman, a student who, when asked by his 5th grade Urdu teacher what he aspired to be when he grew up, replied “Master sahib! I will be a mujahid.” The narrator reveals that upon hearing this answer, the teacher became overwhelmed with great affection for the child and secretly lauded the parental upbringing he had received.

Once home, Nauman would recount the classroom incident to his mother and reiterate: “Mother, as you already know I want to be a mujahid like brother Usman and kill the enemies of Islam.” These words joyfully echoed in the mother’s ears.

Five years later, after Nauman completed his secondary school, he set off for a “three month training course.” He would go on to attend college for two years, all the while excelling at his studies. Armed with parental permission and prayers, as well as blessings from his master sahib, he then left for jihad. For one year he “sent Hindus to hell” whilst providing “protection to his mothers and sisters.” Eventually, Nauman, the “seeker of martyrdom” would find eternal peace in killing 20 infidels.

The story ends with the news of Nauman´s martyrdom reaching his parents and former Urdu teacher; the parents react by “giving thanks to Allah” for their son had “paved their way to paradise.” Meanwhile the teacher’s eyes welled up with happy tears and fond memories of the little boy with the “innocent countenance” who had once declared “Master sahib! I will be a mujahid.”

Several points can be raised from this article: it is cleverly geared at young Pakistani boys for whom parental consent and a teacher’s approval are socially important factors. The aspiration to be a mujahid, and then subsequently setting off on that path, is met with positive encouragement in this story.  For an impressionable 5th grade student reading this magazine, being a “mujahid” assumes a higher status than that of “doctor” or “engineer” (which a few other students in the story claimed to aspire to, leaving no impression on the teacher).

In Musalman Bachay you will also find a section containing letters from the readers. One such letter presented some “good news” – that is, “Kosar Shah, a friend of mine who was also a JeM soldier… was martyred on January 21.”

Targeting young children appears to be an important Jaish strategy. About a year ago, in April 2008, JeM held a conference in the city of Bahawalpur in Pakistan’s Punjab province where amongst the star-studded speakers was a young madrassa student  named Muhammad Umar (incidentally also the nephew of Masood Azhar).  In an impassioned, but discernibly rote-learned speech, the boy advocated am immediate revival of Islam’s historic jazbah jihad or “passion for jihad” and declared Masood Azhar’s latest book to be instrumental in achieving this goal. Once jazbah jihad has been perched back to its rightful place, “it will strike such a blow that the infidel powers will be ruined forever, inshAllah.”

As a prelude to Muhammad Umar’s speech, the convener of the conference proudly stated: “…like women, children, too, have been fighting.” Among other examples, he cites the Badr raid as proof of this.  (The identity of the presenter is not known at this stage; however he has introduced Jamia Masjid Usman-o-Ali as his madrassa and Mohammad Umar as one of his students).

The very presence of a madrassa student at a jihadi conference highlights the importance of children to Jaish-e-Mohammad. The aim of using a madrassa student to promote jihad at a gathering such as this, and of creating magazines such as Muslaman Bachay, would be to inspire and manufacture a line of child martyrs willing to die for JeM’s militant causes.

Infighting over Distribution of New Uighur Magazine

The Uighur jihadist group “Islamic Party of Turkestan” (IPT) has published the second issue of its Arabic-language mouthpiece, Turkistan al-Islamiyya (Islamic Turkestan). The distribution of the magazine has become the subject of a bitter argument between the distribution company al-Fajr and the forum Madad al-Suyuf (MS), each accusing the other of having stolen the magazine. In reality the first to distribute the magazine was neither al-Fajr nor Madad al-Suyuf, but rather a Faloja forum member named Abdallah al-Mansur).

This is not the first “copyright controversy” involving Madad al-Suyuf. You will recall that MS directed similar accusations against Minbar al-Tawhid wa’l-Jihad a few weeks ago. As Brynjar pointed out then, we didn’t use to see this type of bickering over copyright in the past. It is hard to say what these latest developments mean. It could simply be that MS is run by pedantic troublemakers. It could also be that the jihadi media world has now become so competitive that jihadi propagandists are feeling more possessive about their own stories, like journalists in mainstream media.

The latest argument also sheds some light on the way in which propaganda material is distributed. One of the things that surfaced in the forum debates was that the magazine had initially been sent by its editors to al-Fajr, who, for some reason did not distribute it immediately. Al-Fajr would later say they wanted to verify the authenticity of the material before distributing. When al-Fajr delayed, the magazine editors sent it to other distribution agents, one of whom may have been the abovementioned Abdallah al-Mansur, and another may have been MS. Several distributors thus had what they thought was exclusive material, hence the accusations.

Several questions remain. Why would al-Fajr doubt the authenticity of the magazine and take weeks to verify it? I have no idea. And why did the editors not post it themselves? One reason is that the IPT’s own website, the Pakistan-based www.tipawazionline.net, has been taken down (presumably at the request of Chinese authorities). They could of course have posted it directly on the forums, but they probably wanted the extra attention that comes with an al-Fajr endorsement, much for the same reasons people like myself still bother submitting op-eds to newspapers when I could post them on a blog.

The magazine itself is very interesting and is definitely worth examining more closely for those who have the time. It features the first of a two-part interview with IPT leader Abd al-Haqq Turkistani, in which he outlines the history of the Eastern Turkestan Islamic Movement (ETIM, see also here) up until 1998. The follow-up part will presumably focus on the more recent history of the movement and offer more details on the precise organizational relationship between ETIM and IPT, an issue which has puzzled analysts since the IPT’s appearance last spring. The magazine also features an article (and a rare picture) on the famous ETIM leader Hasan Makhdum who was killed in Pakistan in 2003.

Magazine Update

It has been a good week for jihadi magazine buffs. There are new issues of Qadaya Jihadiyya and Tala‘i Khurasan, as well as two brand new magazines, Sawt al-Qawqaliz (sic) and Markaz Ansar al-I‘lam.

The newcomers are not particularly impressive and I do not expect them to last long in the fiercely competitive world of jihadi media. Sawt al-Qawqaliz seems intended as a mouthpiece for the Caucasus Emirate, and it is clearly the work of non-native Arabic speakers, for the language is full or errors and low on idiom. Incidentally, I cannot figure out what “Qawqaliz” is supposed to mean (suggestions anyone?). It could simply be a misspelling of Qawqaz, but how could they get the very name of the magazine wrong? In terms of content, the 24-page publication is almost entirely focused on Caucasian issues and does not even mention Gaza. The Shabab of Somalia are the only outsiders to receive a mention, though only at the very end. The PDF file is clumsily assembled and reads from the bottom upwards.

The 21-page Markaz Ansar al-I‘lam is more difficult to place geographically and the editors claim independence “from any organization, foundation or media front”. But there is very little original material here. It is basically a cut-and-paste job with old articles from the jihadi Internet and the mainstream press. Articles by a “young man from Gaza” and by Abd al-Bari Atwan give the magazine a certain Palestinian focus, but that is not surprising given the current political climate.

The fifth issue of Qadaya Jihadiyya is considerably more impressive than the newcomers. With its high-quality photos and witty editorial style, this is the Vogue Magazine of jihadi media. QJ is affiliated with the al-Yaqin media center, but it is not easy to place geographically. My guess is that the editors are based somewhere in the Levant, but it’s just a guess. The latest 21-page issue is devoted to Gaza and has an interesting strategic study which concludes that there was no clear winner in the latest war, but the final outcome will be decided by the next Palestinian elections. If Hamas gains political ground vis a vis Abu Mazen, Israel’s strategy will have failed.

The thirteenth issue of Tala‘i Khurasan is also well produced, and with its 90 pages it is one of the chunkier publications on the market. As its name suggests, it is produced by Arabs in Afghanistan, and it has several high-profile contributors, such as Sheikh Atiyat Allah, Mustafa Abu Yazid and Abu Yahya al-Libi. As such, it is perhaps the jihadi magazine with the closest links to al-Qaida Central, although not to Bin Ladin and al-Zawahiri. Interestingly, this issue does not have much material on Gaza. The cover story is a very interesting strategic study of the impact of 9/11 on Pakistan, and the rest of the magazine is devoted to either general jihadi culture or to Afghanistan-related developments. It is possible that most of the magazine was assembled before the Gaza debacle. The last issue came in October 2008, and many of the field reports in the current issue date from August and September 2008.
